PAT Testing for Small Businesses: A Practical Compliance Guide

Small businesses face the same legal framework around electrical safety as large ones. The difference is that a small team doesn't have a dedicated health and safety department to manage it — so understanding what's actually required, versus what's optional, matters more.

Here is a practical breakdown of what the law requires, what proportionate compliance looks like for a small business, and what you can do yourself versus what needs a specialist.

What the law requires

The core obligation comes from the Electricity at Work Regulations 1989, Regulation 4(2):

"As may be necessary to prevent danger, all systems shall be maintained so as to prevent, so far as is reasonably practicable, such danger."

"All systems" includes portable electrical equipment — every laptop, kettle, phone charger, desk fan, and extension lead in your workplace. The HSE confirms directly: "The law simply requires an employer to ensure that their electrical equipment is maintained in order to prevent danger. It does not say how this should be done or how often."

Two more regulations reinforce this.

The Health and Safety at Work Act 1974, Section 2 requires employers to ensure, so far as is reasonably practicable, the health, safety and welfare of employees at work. Faulty electrical equipment is one of the routes to workplace injury — maintaining it is part of meeting this duty.

PUWER 1998, Regulation 5 requires that work equipment "is maintained in an efficient state, in efficient working order and in good repair." If you keep a maintenance log, it must be kept up to date.

None of these regulations say "you must PAT test every appliance every year." The annual PAT test is a convention — a common way of demonstrating the maintenance duty is being met — not a statutory requirement.

What "reasonably practicable" means for a small business

The "reasonably practicable" standard gives small businesses a degree of proportionality. A five-person professional services office — laptops, a printer, a kettle, a few desk fans — is not the same risk environment as a 50-person manufacturing facility with power tools and industrial equipment. The law does not require them to have the same intensity of testing programme.

For a low-risk office environment with standard equipment in good condition:

  • Annual PAT testing of all equipment is the common approach, but it may be more than the risk warrants
  • Every 2–4 years for IT equipment, monitors, and standard office appliances is defensible based on IET Code of Practice guidance
  • Annual for higher-risk items — portable heaters, extension leads, equipment that gets moved frequently
  • Regular visual checks by staff — looking for damaged cables, cracked plugs, signs of overheating — are a meaningful part of the maintenance programme at any testing frequency

If an employee were injured by a faulty appliance, the question is whether you had a reasonable maintenance process in place. "We tested everything every four years and asked staff to report faults" is more defensible than "we tested everything every year for two years then stopped because it was expensive."

What you need to do

Step 1: Know what you have. Build a simple list of portable electrical appliances in the workplace. One row per appliance: description, location, when it was last checked. This is the start of your PAT register. Use the PAT Register Template Generator to generate the right format.

Step 2: Assess the risk profile. How many appliances? What type? What environment? A dry, stable office has lower risk than a kitchen or workshop. The PAT Compliance Checker runs through the key questions and gives you a compliance score against current guidance.

Step 3: Set testing frequencies. Not everything needs the same interval. Use the IET Code of Practice guidance (or the PAT Testing Frequency Calculator) to set appropriate intervals by equipment category. Document these decisions.

Step 4: Decide who does the testing. For most low-risk office equipment, a visual inspection can be done by a trained member of staff — not an electrician. The HSE confirms: "in many low-risk environments, a sensible (competent) member of staff can undertake visual inspections." For combined inspection and testing (with a PAT tester) of higher-risk equipment, a contractor is typically the practical choice.

Step 5: Keep records. A pass/fail record for each appliance, with the date and who tested it. Simple is fine — a spreadsheet works. What matters is that the record exists and is kept current.

What you don't need to do

  • You do not need to PAT test every appliance every year. This is a common misperception.
  • You do not need to use a professional PAT testing contractor for everything. In-house visual inspection is legitimate and often proportionate.
  • You do not need to label every appliance after testing — the HSE states "there is no legal requirement to label equipment that has been inspected or tested." Labels are useful for record-keeping visibility, but they're not required.
  • You do not need to test personal appliances brought in by employees — their laptop charger, personal desk fan, or phone charger are the employee's responsibility to maintain. A sensible approach is to ask employees to use only safe, maintained equipment and to report any faults in supplied equipment.

When to use a contractor

For most small offices, a contractor visit once every few years (more frequently for higher-risk equipment) is the practical approach to combined inspection and testing. It's worth using a contractor when:

  • You have a significant number of appliances to test in a short window
  • You need the resulting report for insurance or audit purposes
  • You have higher-risk equipment (portable power tools, catering equipment, equipment used by the public) that warrants formal testing
  • No member of staff has had any visual inspection training

A proportionate approach for a small office

If you run a five to twenty-person office with standard equipment, a proportionate compliance approach might look like:

  • Appliance register covering all portable equipment in the building
  • Visual inspection by a trained member of staff every 1–2 years
  • Contracted PAT testing every 2–4 years (more frequently for any high-risk equipment)
  • Staff briefing: "report damaged cables, cracked plugs, or any appliance that feels hot or sparks"
  • Records kept for at least three years

This is not the maximum possible — you could test everything annually, label everything, and keep exhaustive records. But it meets the "reasonably practicable" standard for a low-risk environment and demonstrates a genuine, documented maintenance process.
