PAT Testing for Retail: What Shop Owners and Managers Need to Know

Retail environments present a specific PAT testing challenge: electrical appliances are used both by staff and, in many cases, are accessible to customers. The compliance programme needs to cover both categories appropriately.

What equipment retail businesses need to consider

Retail has a wider range of appliance types than most businesses assume when they think "shop":

Staff-use appliances: Tills and card terminals, back-office computers and printers, kettles and microwaves in staff rooms, cleaning equipment (vacuum cleaners, steam cleaners), hand-held devices (scanners, handsets).

Customer-accessible or customer-facing appliances: Display screens, till-side chargers, interactive kiosks, demonstration units, EPOS equipment at customer-facing counters. In clothing or electronics retail, appliances that are on display and demonstrably handled (handheld devices, small appliances) may need more frequent attention.

Stock room and delivery areas: Power tools used for fixtures, pallet trucks with powered components, charging stations for battery-powered equipment.

Higher-risk items specific to retail: Extension leads are commonly among the more frequently faulted appliance types in retail environments — damaged cables from foot traffic, overloaded adapters in display areas. If your shop uses extension leads for till equipment or seasonal lighting, these should be on a regular visual inspection cycle, not just an annual one.

The legal framework

The Electricity at Work Regulations 1989 (EAWR) requires all electrical equipment to be maintained to prevent danger "so far as is reasonably practicable." The Provision and Use of Work Equipment Regulations 1998 (PUWER) adds that work equipment must be kept in an "efficient state, in efficient working order and in good repair."

Neither regulation requires PAT testing specifically. Both require appropriate maintenance proportionate to risk. Retail environments, particularly food retail with its wet and greasy conditions, and any retail using high-powered portable equipment, typically require a more rigorous maintenance approach than a standard office.

Frequency guidance for retail

The IET Code of Practice (5th edition) classifies retail environments based on the risk profile of the appliance and its environment:

High-risk retail environments (food retail, markets, garden centres, any environment with exposure to moisture or heavy physical use): formal visual inspection every six months for portable appliances; combined inspection and testing annually.

Standard retail (clothing, electronics, general goods): formal visual inspection annually; combined inspection and testing every one to two years for most appliances.

Extension leads in any retail environment: visual check before use (user check), formal visual inspection every six months regardless of environment. Extension leads are especially vulnerable to damage from foot traffic, furniture movement, and overloading — and damaged or overloaded extension leads are a well-recognised source of electrical faults and fires in retail premises.

Display models and demonstration stock: if customers handle these items, they should be treated at the same frequency as other "frequent handling" equipment — formal visual inspection every six months, combined test annually.

Making PAT testing work around retail trading hours

The practical challenge in retail is that a full appliance inventory test requires access to equipment that may be in use or in difficult-to-reach locations during trading hours.

Options for managing this:

  • Schedule contractor visits before store opening or after closing
  • Carry out a zone-by-zone approach over multiple visits rather than a single all-in day
  • Separate tills and customer-facing equipment (tested at low-traffic times) from back-office and stock room equipment (tested separately)

The records — whoever does the testing — need to be organised by zone or equipment category so you can demonstrate coverage without a single all-in date that disrupts operations.

Multi-site retail: managing the register centrally

Multi-site retailers face a version of the large hotel estate problem: each location has its own appliances, but the compliance obligation sits at the organisational level. The regional manager or H&S lead needs to be able to demonstrate that all locations are compliant, not just the ones that were last due.

A centralised register with a location field per appliance allows:

  • Filtering by site to check compliance status at any location
  • Generating a list of overdue tests across the estate
  • Tracking high-churn items (tills, handheld devices) when they are moved between sites

What happens if a fault is found during trading hours

Appliances showing visible damage — frayed cables, cracked plugs, burn marks on sockets — need to be removed from service immediately, not at the end of the shift. An appliance that injures a member of staff or a customer after a visible fault was noticed but not acted on creates significant liability exposure.

Standard process:

  1. Remove from service, label clearly as "do not use"
  2. Log the fault in the appliance register with the date and description of the damage
  3. Either repair by a qualified person and retest before returning to service, or dispose of the item and update the register accordingly

Seasonal electrical safety: Christmas and other peak periods

Retail PAT testing often gets discussed in the context of Christmas — temporary lighting, additional extension leads, seasonal display equipment — because this is when additional electrical load is placed on systems that are already running at capacity.

From a PAT testing perspective, the seasonal addition creates specific risks:

  • Temporary extension leads and multi-socket adapters are typically not on the permanent appliance register
  • Seasonal decorative lighting is frequently not tested before use
  • Additional portable appliances brought in for seasonal periods may be brought from off-site storage where their condition is unknown

Best practice is to treat seasonal equipment additions as new appliances: visual inspection before first use each year, and a formal inspection if the items are not from a recent test cycle. Any temporary extension leads used for seasonal lighting or display should be visually inspected before being deployed.
